Obituary for Norman W. Hickey

Norman  W.   Hickey
Norman W. Hickey, 89, of Franklin, NC and South Daytona, FL, passed away Wednesday, July 19, 2017.

Born in Belleville, NJ, he was the son of the late John Hickey and Jeanette Gebhard Hickey. In addition to his parents, he was preceded in death by two brothers, Jack and Roy.

Norman had an incredible life. After having a rough time with school as a young boy, he joined the U.S. Marine Corps at the age of 17. There he served as an aide for Adrm. Walter Delany. Adrm. Delany insisted he continue his education after he completed his service. Norman was Honorably Discharged with the rank of Sergeant. After obtaining his High School Degree, he attended Penn State University where he played football under Rip Engle and developed lifelong friendships with the Assistant Coach, Joe Paterno and Defensive Lineman Rosie Greire. After graduating in two and one half years, he attended The Wharton School of Business at the University of Pennsylvania on a Fellowship and obtained an advanced degree in Government Administration. While in his first job out of college in Fort Lauderdale, he met Dolores Jacobs on a blind date. Six months later they got married which has lasted over 61 years. During Norman’s career, he has served as City Manager for Daytona Beach, FL, Titusville, FL, St. Petersburg, FL and County Administrator for Hillsborough County, FL and Chief Administrative Officer (CAO) for San Diego County, CA. His overseas service included work as an advisor under William E. Colby in Vietnam, an advisor with USAID in Bogota, Columbia, and as the Director of the Peace Corp in The Republic of Georgia. Norman was highly regarded in the local government community; he received numerous awards for his work as well as serving as the President of the International City/County Administrators Association. Norman and Dolores’s place of retreat was Franklin, NC.

He is survived by his wife of 61 years, Dolores Jacobs Hickey; son, Chris Hickey and wife Anita of Houston, TX and one grandson, Johnathan Daniel Hickey.

Funeral Service will be held at 11 a.m. Tuesday, July 25th in Chapel Macon Funeral Home. Rev. Tommy Fouts and Rev. Guy Duvall will officiate. Burial will be in the Ridgecrest Baptist Church with military rites conducted by the VFW Post 7339 and American Legion Post 108.

A reception and gathering will follow at the church.
